Tsui (Jet Li) has been brainwashed into feeling no physical pain, and is forced into joining China's crack assassin team, the 701 Squad. However, he cannot live with his conscience, and so escapes to the streets of Hong Kong. Having left his past as part of a failed supersoldier project known as the 701 Squad behind him, Tsui Chik (Li) is trying to live a quiet life as a librarian. When the goverment decided to shut the project down and eliminate all of the surviving subjects, Tsui Chik helped his fellow agents escape to safety. However, when he learns that they are now responsible for a violent crime spree which the police are powerless to stop, he decides to adopt the mantle of the Black Mask and take them on himself.
