Efter att Mitch Rapp (Dylan O´Brien) förlorat sin flickvän i en terroristattack ger han sig ut på jakt efter hämnd. Under sin jakt rekryteras han till CIAs black operations av biträdande direktören Irene Kennedy (Sanaa Lathan).
